İlker ASTARCI was born in Belgium and completed his schooling there. He graduated from International Trade Department in 1999.

He worked in different managerial positions in various domestic and foreign private business organizations. He was appointed as the General Director to the SPOR Corporation (SPOR A.Ş.) which is an affiliate of the İstanbul Metropolitan Municipality in 2007. In 2010, he started to work in Prime Ministry as Prime Minister’s Office Counsel. He worked as founding director in Coordinating Office of Public Diplomacy.

He was appointed as Director to the Directorate of Foreign Affairs under Prime Ministry in 2012. After an approximately three-year assignment in this post, he was appointed as Head of the Presidential Public Relations Directorate in April 2015 and setup the infrastructure of CİMER.

On January 4, 2019, İlker ASTARCI was appointed as Director of the European Union Education and Youth Programmes Directorate in line with the Presidential Decree numbered 30645 and published in the Official Gazette.
