İlker ASTARCI was born in Belgium; he completed his education there and graduated from the International Trade Department in 1999. He worked in different positions in various private companies. In 2007, he was appointed as the General Manager of SPOR A.Ş., an affiliate of the Istanbul Metropolitan Municipality. In 2010, he started to work in the Prime Ministry as the Prime Ministry Advisor. He served as the founding director in the Coordinating Office of Public Diplomacy. He was appointed to the Prime Ministry Foreign Relations Department in 2012. After a 3-year term of office, ASTARCI, who was appointed as the Director of the Presidency of Public Relations in April 2015, and acted as the founding chairperson of the CİMER information system. İlker ASTARCI was appointed as the Director of the Center for European Union Education and Youth Programs, The Turkish National Agency, within the framework of the Decree published in the Official Gazette dated January 4, 2019 and numbered 30645.
