Türkiye has started to benefit from the nomination process with the start of the 1999 Helsinki Summit of the European Union community programmes. Which will provide the benefit of Türkiye's EU programmes and parties who signed on February 26 of Law No. 4763 approving the 2002 Framework Agreement approved by the Parliament negotiated and entered into force on June 28, 2002 published in the Official Gazette. The content of the agreement and the Decree of the Council of Ministers on which is based, was published in the Official Gazette on 1 September 2002 after the signatures were completed.
In Türkiye, the "National Agency" mission in January 2002 to take over the Council of Ministers and the State Planning Organization within the European Union Education and Youth Programmes Department was established.
The Center for European Union Education and Youth Programmes (Turkish National Agency), was established on August 6, 2003, 25191 numbered Official Gazette No. 540 under the State Planning Organization and Amending the Decree Law on Duties established by 4968 the law no legal personality, It is an institution with administrative and financial autonomy. The Agency became the relevant institution of the Ministry of European Union with the Decree No. 634 in 2011.
The Agency became the relevant institution of the Directorate of European Union Affairs, which is an affiliate of the Ministry of Foreign Affairs, with Directorial Decree No. 4 in 2018.
The National Agency, became active in 2003, became a full member of the EU Education and Youth Programmes on April 1, 2004, and started running community programmes known as Socrates, Leonardo da Vinci and Youth until 2006. In the period, 2007-2013 Lifelong Learning and Youth in Action Programmes was also successfully carried out by the Turkish National Agency. The new programme covering the periods 2014-2020 and 2021-2027 Erasmus+ Programme is still under the authority of the Turkish National Agency.
